Work package 1: Formaldehyde and HF validations and method revisions

Aims of work package are:

  • To develop a Guidance document in the acceptance, computation and validation reporting supporting the implementation of ISO/TR24107
    • To carry out real industrial process field ILC of 17638 “Stationary source emissions — Manual method for the determination of the mass concentration of formaldehyde — Reference method”
    • To elevate 17340 “Stationary source emissions — Determination of mass concentration of fluorinated compounds expressed as HF” in order to elevate this method to full EN standard (EN 17340)
  • To carry out round-robin t3est of analytical laboratories for analysing particulate phase PAH samples
  • To explore what is possible in terms of calibrating in-situ process plant operator optical analysers via first principles and to compared to current approach of parallel measurements in accordance with EN 14181

Work package 2: Isokinetic sampling, summation measurands and uncertainty in legal compliance assessment

Aims of work package are:

  • To investigate the magnitude of uncertainty in isokinetic sampling as a function of insertion depth using wind tunnels and modelling
  • To understand the impact on isokinetic sampling and in accordance with this to produce a revision of EN 15259 “Air quality – Measurements of stationary source emissions – Requirements for measurement sections and sites and for the measurement objective, plan and report”
  • To survey current practices and determiner a metrologically sound approach for
    • Combining values and uncertainties of single-species (dust) and multi-species (heavy metals) summation measurands when they are close to the detection limits
    • Using determined uncertainty in legal compliance assessment


WP3: New sampling and analytical capabilities for measuring PFAS emissions

Aims of work package are:

  • To develop sample approaches for per- and poly-fluoroalkyl substances (PFAS) from industrial plants
  • To develop a range of analytical capabilities for both targeted and non-targeted analysis of PFAS and draft a new European method for sampling and analysing PFAS from industrial processes

WP4: Creating Impact

The aim of this work package is to deliver on many of the Key Performance Indicators (KPIs) that the EC has challenged the EPM Programme to meet. KPIs met, or exceeded, will include:

  • 40% of activity dedicated to Green Deal Transition (KPI 4.3) and at least 10% of activity supporting legislation (KPI 4.1) – evidenced by the project being specifically tailored to put in place a measurement and reporting framework for the revised Industrial Emissions Directive.
  • From 2026 onwards at least 400 contributions per year to standards that underpin policy or regulation (KPI 4.2) – evidenced by 4 standards and 3 guidance documents (CEN/TRs) being directly produced / contributed to by the project in addition to many other standardisation contributions.
  • End-user engagement mechanism beyond the end of project (KPI 5.2) – evidenced through uptake of standards post project completion, standards that many of the partner will also uptake post project completion.
  • 35% of funding distributed to non-NMIs and DIs in the areas relevant to an EMN (KPI 3.5) – evidenced by the make-up of the consortium and the relevance of the project to EMN PolMo in general and the EMN PolMo Task Group specifically dedicated to PFAS.

In addition to many impact activities such as conference presentations, papers, etc., the project will deliver several lecture series in order to impact young scientists still in education and will also publish a National Regulator Position Paper discussing what should be the future regulatory approach to PFAS emissions from industrial processes.
